государственный долг
Сумма долговых обязательств страны перед внешними кредиторами на определенную дату, подлежащих погашению в установленные сроки. Принято различать «долг официальным кредиторам» (правительствам и другим государственным институтам зарубежных стран, международным организациям) и «долг «частным кредиторам». Получателями кредитов, т.е. собственно должниками, тоже могут быть государственные институты и частные структуры (в числе последних есть, как известно, и компании с государственным участием). Если должником является центральное правительство страны, такой долг называется суверенным. В предельно упрощенной форме структура внешнего государственного долга РФ может быть представлена следующим образом: 1. Кредиты, привлеченные или гарантированные Правительством и Центральным банком РФ, из них: а) основной долг — среднесрочные финансовые кредиты и облигационные займы в том числе: – официальные кредиты – кредиты коммерческих банков – краткосрочные финансовые и связанные кредиты – коммерческий кредит – обязательства по выданным гарантиям б) проценты по всем кредитам. 2. Обязательства по импортным аккредитивам, открытым на определенную дату. 3. Подтвержденные аккредитивы третьих стран (основной долг и проценты). 4. Просроченные платежи по импорту. Кредиты, привлеченные непосредственно различными предприятиями и организациями, уполномоченными на это должным образом ( основной долг и проценты). 5. Задолженность перед иностранными транспортными организациями за ранее осуществленные перевозки внешнеторговых грузов Россия унаследовала от б. СССР колоссальный внешний долг, превышавший 100 млрд. долларов. Кроме того, в кризисные 90-е годы получала, хотя и скромную по современным меркам, но всеже ощутимую кредитную помощь. В годы наступившего экономического подъема удалось существенно сократить внешнюю задолженность страны до вполне нормального уровня — в том числе и за счет списания и реструктуризации ряда долгов так называемыми Лондонским и Парижским клубами кредиторов. Однако, параллельно с сокращением государственного долга присходил процесс массового привлечения зарубежных кредитов крупными олигархическими корпорациями. Обращение к зарубежным банкам объяснялась вполне рациональными соображениями. В условиях высокой инфляции в России, брать кредиты у отечественных банков было невыгодно – проценты слишком высокие. А западные банки предлагали намного более «дешевые деньги»; причем, когда наступал срок выплаты кредита, можно было перезанять деньги в этом же банке или в другом. Когда же в 2008 году разразился экономический кризис, то оказалось, что преобладающую часть западных кредитов набрали государственные и полугосударственные компании – такие, как «Газпром», «Роснефть» и другие. Причем брали кредиты под залог своего, фактически государственного, имущества. Если долг не вернуть, то предприятия перейдут в собственность иностранных кредиторов. Правительство по политическим соображениям сочло, что крупные предприятия, имеющие стратегическое значение, не должны переходить в собственность иностранных банков и компаний. Как гаранту по кредитам, ему пришлось выделить из Стабфонда многомиллиардные суммы, чтобы должники могли расплатиться с кредиторами. Впрочем, такая помощь была оказана не только государственным, но и крупным частным компаниям. За счет средств налогоплательщиков.
